Por fin, después del lento y costoso trámite electoral de los mexicanos en el extranjero, el IFE me envió un sobre con la boleta electoral y 2 discos con audio y video de los candidatos y en esta misma tarde envié mi voto y ¿por quien creen que fue? Mexican Election Observation Invitation
Background and Application Details
Dear Friend of Mexican Democracy,
Many of us actively observed the Mexican federal election in 2000 with much anticipation and hope. It is now six years later and a lot is still at stake. The election, scheduled for July 2, 2006, will be the first presidential election since the end of the 71-year power monopoly of the old ruling party, the PRI. Despite the vast improvements to Mexico's electoral procedures that preceded the vote in 2000, concerns persist about the fairness of the process, the independence of electoral arbiters, media fair play, and even the physical security of the candidates. Global Exchange invites you to participate as an International Election Observer in the process leading up to the Mexican Presidential Election as well as on the day of voting.
A January poll of 1,200 Mexicans by Parametria -- a Mexico City-based public opinion research institution -- revealed that 63% expect there to be vote buying in the next election, 59% expect social programs to be leveraged for votes, 54% think authorities will intervene on behalf of their favored candidates, and 45% fear violence may erupt due to electoral disputes. Silvia Alonso, the director of Alianza Civica -- a historic partner of Global Exchange in election observations in Mexico -- thinks that because of the high electoral stakes, the temptation for political parties to return to old ways of fraud through illegal spending and vote manipulation will be nearly impossible for some to resist.
In addition to concerns about the equity of the electoral process, this year the panorama is further complicated by the concerns raised by the Zapatista inspired "Other Campaign." The "Other Campaign" is traveling to all 31 Mexican states prior to the election, questioning the reliance on elections to resolve questions of human rights abuses, impunity, and economic justice. Global Exchange supports the rights of all political actors to freely express themselves and has sent a representative to accompany and report on the "Other Campaign." Global Exchange has a long history of organizing elections observations in more than a dozen countries since 1993. We have organized nine observations of Mexican Presidential, Mid-term, State and Municipal elections since 1994. In 2004 we invited 30 expert observers from around the world to observe the US presidential election in five key states. As always, our observation efforts are carried out in a spirit of democratic solidarity and with the humble understanding that we are guests of the Mexican people who are the final arbiters of their sovereignty and national life.
Alianza Civica has asked Global Exchange to gather two international delegations comprised of people with language skills, election observation experience, and/or other relevant expertise on Mexico and elections to join us during one, or both, of two election observation visits to Mexico.
The first visit takes place prior to the election, from June 3-11. During the eight days of this pre-electoral observation we will meet and work with Mexican civil society organizations working to submit accurate and timely investigations of reports of electoral manipulation and human rights violations affecting the pre-electoral climate. Applicants for this first visit must have prior election observation experience.
The second visit begins June 26 and will continue through the July 2nd voting and end on July 5. Both visits will potentially involve extensive travel within Mexico.
Global Exchange and Alianza Civica plan for all observers to be credentialed by the IFE (Mexico's Federal Electoral Institute) so that they will be authorized to receive proper visas to talk with voters, party officials, reporters, and other investigators before, during and after the election. Credentialed observers normally have access to polling stations, vote counting areas, and other technical aspects of the voting process.
Requirements:
We are looking to field small groups of observers with high levels of expertise in election observation, good writing skills, background in Mexican politics and/or election issues, and a willingness to work long hours to document and report on a complex situation. Good Spanish skills -- speaking, reading, and writing -- are essential. You need not be a citizen of the United States to apply. Application Deadlines:
First Visit: April 30 is the deadline for the June 3-11, pre-election delegation. This first delegation will be very small and will be filled with the most qualified applicants, so please send your application sooner, if possible.
Second Visit: May 15 is the deadline for the June 27-July 5, observation delegation. The size limit of this delegation will be larger than the first delegation. We hope to be able to accept as many highly qualified applicants as possible.
To apply, please submit the following:
• A brief letter detailing your prior election observation and other relevant experiences. • A current CV. • Two professional references with current contact information. • A photocopy of the picture page of your passport. • Emergency contact information.
Note: If you are accepted, we will request two 2.5 x 3 cm photos for your credential.

Upon acceptance we will contact observers about trip details. All observers of the Mexican election will be responsible for their own costs including travel, visa application, lodging, and food costs. We will also request a small organizing fee of $200. We regret that at present we have no funds for scholarships. If you are among those who support us but cannot join us, your contributions can be used to defray some costs for low-income applicants.
